Please join us on March 19 virtually or in-person at Daisy’s Place (up the hill at Shelly Ridge). The meeting starts at 6:30 pm. For those attending in-person, a light dinner will be available at 6 pm.
We encourage all participants to come prepared with ideas about possible proposal concepts and discussion topics for the 2026 National Council Session. What do YOU think will make our Movement evolve, strengthen, and endure?
Proposals at past NCSs have included membership dues increases, adding anti-racism language to the GS Constitution, changes to the GS Promise & Law, and establishing a Gold Award Scholarship Foundation. Discussion topics focus on broad subjects that impact the whole Movement (e.g., Girl Scout Property and what does Girl Scouts need to do to help girls become G.I.R.L.s – go-getters, innovators, risk-takers, and leaders).
Check out the Blue Book for reference. This is the primary document that is amended at an NCS (i.e., proposals usually involve making changes to the Girl Scout Constitution or GSUSA’s Bylaws but not always). However, discussion topics are also far-reaching and not tied to a specific document.
There will be no ideas presented for you to react to… rather, this meeting is in YOUR hands. We want to hear from you.

Annual Meeting on May 3 and Special Delegate Council Meeting on June 3
This year’s Annual Meeting will be held at Shelly Ridge from 10 am – 12 noon on May 3. The Official Notice will be emailed to all Delegate Council members on April 3. The agenda includes the Treasurer’s Report, the “State of the Council” from MY24 and the first half of MY25 from our CEO, and celebrations of our Top Cookie Sellers and Scholarship Recipients. The Delegate Council members will also be voting on six slates.
A Special Delegate Council Meeting will be held virtually from 7-8 pm June 3. We will be sharing the proposals submitted from all the Girl Scout Councils for consideration to be included on the agenda for the 2026 National Council Session. This year, GSUSA will provide all Councils with access to all the submitted proposals so we can gather input from our members. After that, GSEP’s Board will vote on whether to support asking the National Board to consider each proposal. Please note: this is NOT whether GSEP’s Delegates support the actual proposal, but whether the proposal is debate-worthy and should be discussed at the NCS.
